12 Questions Every Chief Should Ask Before Outsourcing Extra Duty Administration

The right answers protect your officers, your budget, and your agency’s reputation.

Choosing a third-party partner to help administer your extra duty program is not a minor vendor decision – it touches officer pay, agency liability, and public trust. Before signing anything, these are the questions worth asking directly, and pushing for specific, documented answers.

Payment and Financial Questions

  1. If a client doesn’t pay their invoice, when and how do officers still get paid?
  2. Has the firm ever failed to pay officers on time, and can they document their payment history?
  3. What is the complete fee structure – and are any fees passed to officers or clients beyond the administrative fee?

Staffing and Support Questions

  1. Are account managers internal W-2 employees, or outsourced call center staff?
  2. Will a dedicated account manager and backup coordinator be assigned to your agency specifically?

Insurance and Risk Questions

  1. What does the insurance program actually cover, and can your legal team review the full policies, not just a certificate?
  2. How are officers classified for payroll purposes, and does workers’ compensation coverage apply to that classification?

Track Record and Structure Questions

  1. What was the company originally founded to do, and has that mission changed?
  2. Are they exclusively in extra duty administration, or do they also operate as a security firm – a potential conflict of interest?
  3. Will they provide a full client list so you can call any reference you choose?
  4. Has the firm ever been terminated by a client, and can they explain why?

Technology and Compliance Questions

  1. Does the platform automatically enforce hour limits and rest requirements, or rely on manual tracking?
  2. If your agency is required to issue an RFP, will they actively support that process?

A reputable partner will welcome all of these questions. Hesitation, vague answers, or resistance to transparency are answers in themselves.
