Our Origins
From Corporate Need to Agency Solution
Our story began in 2015. Originally, we served large corporations across the U.S., helping them coordinate extra-duty officers for executive protection, factory security, and logistics needs. During this time, our founders provided “free advice” to numerous corporate security professionals and engaged deeply with police departments nationwide.
Through these interactions, we heard a recurring phrase from law enforcement agencies: extra-duty programs were a “necessary evil.” We quickly realized that these programs, while essential, were causing significant administrative headaches and liability risks for agencies and their municipalities.
A Pivot to Integrity
In 2016, we shifted our focus to serve the agencies themselves, becoming a true partner in administration. To maintain the highest level of integrity, we made a decisive move in 2017: we exited the corporate market entirely. By shuttering our corporate work, we eliminated the conflict of interest that occurs when a firm represents both the law enforcement agency and the corporate customer.

Meet Co-Founder: Rich Milliman
Commitment to Law Enforcement
Rich’s transition from the world of global finance to law enforcement administration was driven by a realization that the men and women in uniform were being bogged down by “necessary evils”—the administrative burdens of extra-duty programs.
Before co-launching EDS, Rich spent over two decades navigating high-stakes environments where precision and risk mitigation were paramount.
- Bridgewater Associates: As Chief Operating Officer of the Back Office, Rich was a member of the leadership team that managed what was considered the most complex outsourcing project in the hedge fund industry.
- Institutional Integrity: Reporting directly to Founder Ray Dalio, he spearheaded firm-wide practices that significantly reduced organizational risk and enhanced security protocols.
- Strategic Vision: His career includes serving as an Engagement Manager at McKinsey & Company and acting as one of only four new business plan reviewers for Arthur D. Little.
- Academic Foundation: Rich holds an MBA from The University of Chicago, where he specialized in Marketing and Behavioral Decision-Making.
- Award-Winning Research: While at the University of Chicago, he completed Ph.D.-level research, co-authoring the paper “Perceived Risk Attitudes: Relating Risk Perception to Risky Choice,” which won the Decision Analysis Society 1999 Publication Award.

2019/2020
We expanded our technological capabilities by acquiring Jivasoft, a Texas-based leader in law enforcement scheduling software. This acquisition integrated the powerful On-Duty® and Xtra-Duty® platforms into our ecosystem, providing a seamless solution for agencies.
