Extra Duty Solutions Welcomes David Eblen as Chief Product Officer

A Seasoned Product Leader Joins EDS to Accelerate Our Mission

We are pleased to announce that David Eblen has joined Extra Duty Solutions as our Chief Product Officer. David brings over two decades of product and technology leadership to EDS, with a proven track record of building scalable SaaS platforms, driving revenue growth, and translating complex technology into solutions that customers actually love. His arrival marks an exciting chapter in how we build and evolve the products that public safety agencies depend on every day.

A Career Spent Building Things That Matter

David comes to EDS from Liquid Web, a $150m+ specialty hosting and cloud services company, where he served most recently as Chief Product Officer. There, he led product growth across three distinct business lines — from high-volume consumer-facing SaaS to enterprise GPU and AI compute infrastructure. He was responsible for delivering the company’s full product vision, roadmap, and value creation plan.

Before that, David spent nearly a decade at Rackspace Technology in San Antonio, overseeing a $300M+ portfolio spanning ERP, eCommerce, productivity tools, and CRM platforms.

David holds a BA & MBA from the University of Texas at San Antonio and a Master’s degree from Texas A&M University.

Built for High Stakes: What David Brings to EDS

If there’s a theme running through David’s career, it’s this: He knows how to take a product portfolio and make it work harder for customers, for the business, and for the team delivering it.

At Liquid Web, David built and grew multiple business lines while focusing on increasing net revenue retention and margin expansion. He did it by investing in self-service flows, optimizing pricing tiers, and relentlessly connecting product decisions to the metrics that matter. He understands what it means to serve mission-critical workloads, where availability isn’t a nice-to-have, it’s a necessity. That mindset maps directly to the needs of the law enforcement agencies we serve at EDS.

“I’m genuinely excited to join the Extra Duty Solutions team,” said David. “The work EDS does is meaningful — helping public safety agencies run their off-duty programs more efficiently and effectively. There’s a real opportunity to take an already strong foundation and build something even more powerful for the agencies and officers who rely on it every day.”

Rich Milliman, CEO and Co-Founder of Extra Duty Solutions, reflected on what David’s arrival means for the organization: “David brings the disciplined, outcome-focused product leadership we need to execute on our next phase of growth. His experience building and scaling SaaS platforms is a perfect fit for where EDS is headed. We are glad to have him on board.”

What This Means for Our Customers

For the agencies we serve, David’s arrival signals continued investment in the products and platforms at the heart of your operations. He’s a product leader who builds with the end user in mind — asking not just “what can we build?” but “what does our customer actually need, and how do we make it seamless?”

In the months ahead, David will be diving deep into our product roadmap, listening closely to agency feedback, and partnering across our engineering, design, and customer experience teams to accelerate delivery of features and capabilities that make a real difference. The goal is the same one that’s always guided EDS: make off-duty program administration easier, smarter, and more reliable for every agency we serve.
