Extra Duty Solutions Welcomes Patrick Walther as Chief Technology Officer

Dan Ryan Transitions to Special Advisor Role for Technology and Engineering

We’re excited to share an update about Extra Duty Solutions’ technology team. Patrick Walther has joined our team as Chief Technology Officer, bringing decades of experience building and scaling SaaS platforms and eCommerce solutions. Meanwhile, Dan Ryan, Founder of Jivasoft and the driving force behind our software and technology for over two decades, is transitioning into a new role as Special Advisor for Technology and Engineering.

A New Chapter in Technology Leadership

Patrick comes to Extra Duty Solutions with an impressive track record of leading technology teams through periods of significant growth and transformation. Most recently, he served as Head of Engineering at Maropost, a unified eCommerce platform, where he led complex engineering initiatives at scale. Before that, Patrick was CTO at Centage, a financial planning and analysis SaaS platform, and Skipcart, an innovative on-demand delivery solution that was successfully acquired by 7-Eleven.

His experience includes one of the most recognized names in retail, H-E-B, where he led the technology team behind their curbside and home delivery eCommerce programs. If you’ve ever marveled at how seamlessly a grocery pickup works, Patrick knows that world inside and out.

“I’m thrilled to join Extra Duty Solutions at such an exciting time,” Patrick said. “The team has built something truly special, software that makes a real difference in how public safety agencies operate. I’m looking forward to working alongside Dan and the entire team to continue building on that foundation and delivering even more value to the agencies we serve.”

Honoring a Legacy of Innovation

Dan Ryan’s name is synonymous with innovation in public safety software, and for good reason: he spent 25 years building Jivasoft’s on-duty scheduling platform from the ground up. Since founding Jivasoft in 1999, Dan has been the architect behind the administrative software solutions that thousands of public safety professionals rely on every day. His vision transformed how agencies manage extra duty assignments, and his technical expertise, from VB.Net to SQL Server to modern frameworks like GO and React Native, has kept our platform at the forefront of the industry.

In 2019, Jivasoft joined forces with Extra Duty Solutions under Hart Halsey LLC, bringing together two complementary approaches to serving law enforcement: Jivasoft’s best-in-class scheduling software for on-duty and off-duty operations, and EDS’s full-service, off-duty program administration for agencies nationwide. While Jivasoft has continued operating under the trusted name agencies know, the combined organization has grown into the nation’s largest provider of off-duty program administration services, supporting over 250 law enforcement agencies across 24 states.

“Dan’s contributions to Extra Duty Solutions and the public safety community cannot be overstated,” said Rich Milliman, CEO of Extra Duty Solutions. “For over two decades, he’s been the technical visionary behind our products, always putting our customers’ needs first. As we welcome Patrick and his wealth of experience scaling technology companies, we’re fortunate that Dan will continue to be a key part of our team. This transition gives us the best of both worlds, a fresh perspective combined with deep institutional knowledge. I’m excited about what this team will accomplish together.”

What This Means for Our Customers

For our customers, this transition represents growth, not disruption. Dan will remain actively involved with our Technology and Engineering team over the coming months, ensuring a smooth handoff and providing guidance on strategic initiatives. His decades of institutional knowledge and customer relationships aren’t going anywhere and are being amplified by Patrick’s fresh perspective and extensive experience scaling technology organizations.

Together, Patrick and Dan provide EDS with more than 60 years of combined technology leadership experience. For our customers, this means:

  • Continued Innovation: Patrick’s experience at high-growth SaaS companies will accelerate our product development roadmap
  • Seamless Transition: Dan’s ongoing involvement ensures continuity in our technology strategy and deep understanding of public safety needs
  • Enhanced Capabilities: Patrick’s background in cloud technologies and modern architecture will strengthen our platform for the future

Looking Ahead

A San Antonio native and UTSA graduate, Patrick is no stranger to Texas or to building technology that serves real communities.

As we welcome Patrick to the Extra Duty Solutions team, and celebrate Dan’s new role, we’re reminded that the best technology companies are built by people who care deeply about the work they do and the customers they serve. We’re fortunate to have both of these exceptional leaders guiding our technology vision.

Here’s to the next chapter of innovation at Extra Duty Solutions. We can’t wait to show you what we’re building next!
