Officer Ismael Small

After failing to halt at a stop sign, a vehicle collided with the passenger side of another car, propelling it into a ditch. Off-duty at the time, Officer Ismael Small just happened to be driving by. Despite the passenger door being damaged and difficult to open, Small successfully rescued the four occupants trapped inside. Demonstrating quick thinking and bravery, he then rushed to the other vehicle and ensured the safety of its driver as well.
